Reopening the U.S. economy will take place in three graduated stages, the White House said, leaving the plan up to state governors to execute. Phase one will see some workers head back, while phase two has schools and restaurants reopening and phase three sees the opening of bigger venues, according to the guidelines. Many states have been extending their lockdown orders this week, while the number of reported U.S. deaths from the coronavirus reached 4,591 in 24 hours on Thursday — nearly double the previous record.
